Before launching his own entrepreneurial company, Lowell Development, Todd’s career included legal and land use representation for residential, commercial, industrial, recreational and masterplan developers on large and small projects in the Sacramento region. With this legal and financial background, he recognized there were selective opportunities to create unique development projects that would meet a market niche and enhance a local community.
Recognizing the particular challenges of obtaining development approvals and the concerns of agency and regulatory staff, governmental decisionmakers, and concerned neighbors, Todd has a reputation of working hard to reach out and develop positive, productive relationships to resolve issue and to move well-designed projects through to fruition. He assembles the best professionals to create a strong project team of planners, architects, engineers, and environmental specialists, and has a well deserved reputation of delivering high-quality projects.
Todd holds a Bachelors of Arts in History from the University of California, Davis, and a Juris Doctor degree from McGeorge School of Law, University of the Pacific.
